M & E Portal description

The EAPHLNP Monitoring and Evaluation focuses on accountability for results (i.e., moves beyond the usual tracking of inputs and outputs, and places a strong emphasis on intermediate and final outcomes). In addition to the accountability function of evaluation, this results framework also emphasizes the learning function of evaluation, therefore this M & E portal is facilitating collation, analysis and interpretation of data from the countries and therefore serving as a gateway to information, knowledge management & exchange among the participating countries in East African Region. The countries and the regional bodies (ECSA Health Community & EAC), collect, synthesize and analyze data from the satellite sites, national and regional levels to contribute to the larger body of knowledge on best practices and lessons learned related to the design and implementation of innovations in improving diagnostics and surveillance capacities to control communicable disease in the region.

About the EAPHLNP

East Africa Public Health Laboratory Network Project (EAPHLNP)” is a regional World Bank funded East Africa Public Health Laboratory Networking Project, which is being implemented in five countries; Burundi, Kenya, Rwanda, Tanzania and Uganda in collaboration between the East, Central and Southern Africa Health Community Secretariat (ECSA-HC), the East African Community (EAC) is collaborating, the World Health Organization (WHO), the US Centers for Disease Control and Prevention (US CDC) and other partners.

The project was initiated to address some of the following common health problems affecting the countries in East Africa:

  • Elevated threat of communicable diseases in the region
    • Epidemic prone diseases (cholera, meningitis, rift valley fever)
    • Emergence of MDR-TB raises serious public health concern due to high risk of transmission through porous borders
  • Poor access to reliable diagnostic testing facilities results in delay in responding to outbreaks and inadequate management of patients
  • Urgent need to improve disease surveillance due to ongoing threat of outbreaks and new global pandemics

Project development objective; The project development objective is to establish a network of efficient, high quality, accessible public health laboratories for the diagnosis and surveillance of TB and other communicable diseases.

Project specific objectives are to :

  1. Strengthen capacity to diagnose communicable diseases of public health importance and share information to mount an effective regional response
  2. Support joint training and capacity building to expand the pool of qualified laboratory technicians
  3. Support joint operational research and promote knowledge sharing to enhance the evidence base for these investments and support regional coordination and program management

Project Indicators

In support of the project objective, six project outcome indicators and eleven intermediate outcome indicators were identified and constituted the Project’s Results Framework for which the project is accountable.
